These Terms of Use (“Terms”) govern your use of services on playandpredict.io, operated by Blackmere Ltd under Anjouan licence ALSI-202605032-FI1. By accessing the Site or placing a bet, you agree to these Terms.
In these Terms, the following definitions apply:
Blackmere, we, us, our — Blackmere Ltd, the licensed operator of playandpredict.io.
Player, you, your — any person who accesses or uses the Services.
Site — playandpredict.io and mp.playandpredict.io, and any related interfaces, including the brandless surface inside the Binance host app.
Services — the betting, gaming, and ancillary services offered through the Site.
Account — a player record created when you sign in with your Binance account and used to access the Services.
Anjouan Licence — licence number ALSI-202605032-FI1, issued by the Anjouan Bet & Gaming Board (ABGB) under the Computer Gaming Licensing Act 007 of 2005.
Bet — a wager placed through the Services.
These Terms form an agreement between you and Blackmere Ltd, the operator of playandpredict.io. They govern your access to and use of the Services, including all betting, gaming, deposits, withdrawals, customer support, and related functions.
To open an Account and use the Services, you must:
Be at least 21 years of age.
Have the legal capacity to enter into a binding contract under the law of your place of residence.
Not be accessing the Services from a Restricted Jurisdiction (see below).
Not be on our self-exclusion register.
Access to the Services from restricted or sanctioned jurisdictions is blocked at the network level in line with our licensing conditions.
Restricted Jurisdictions. The Services are not available to anyone accessing them from Australia, Austria, Comoros (including the island of Anjouan), France, Germany, Iran, Myanmar, the Netherlands, North Korea, Spain, the United Kingdom, or the United States. The Services are also unavailable in any other jurisdiction where online gambling is reserved to locally-licensed operators. This list reflects the Anjouan Licence conditions, applicable international sanctions, and jurisdictions where online gambling is restricted by local law. The list is reviewed periodically and may be updated.
Your Account is established by signing in with your Binance account. You do not create a separate playandpredict.io username and password.
You may hold only one Account. Where we detect that a Player has opened more than one Account, we may close all but one of them, void any related Bets, and recover associated funds.
You are responsible for the security of the Binance account through which the Services are accessed. We are not responsible for losses arising from a compromise of your Binance credentials.
The Site displays a USD balance. Blackmere does not itself hold Player money.
Deposits. Funds you deposit through your Binance account are held in a segregated account, separate from Blackmere’s operating funds, in accordance with the Anjouan Licence.
Withdrawals. Withdrawals are processed through Binance Pay and returned to the Binance wallet associated with your Account. Withdrawals to any other wallet or payment instrument are not supported.
Holds and reviews. We may pause a withdrawal pending internal review — for example where there is evidence of prohibited conduct under §14, or a sanctions or PEP screening match.
Bets are accepted only on operator confirmation. The odds displayed at the moment of confirmation are binding.
We may refuse or void any Bet in cases of manifest error, late Bet, system malfunction, or palpable pricing error.
Bets are settled on the official result as reported by the recognised governing body of the sport.
Subsequent corrections (for example, court rulings or appeals) do not normally trigger re-settlement, except where our published trading rules require it.
Detailed sport-specific rules, including dead-heat, related-contingency, and palpable-error handling, are set out in our Sports Betting Rules at playandpredict.io/betting-rules.
If an event is abandoned, cancelled, or otherwise miscarried before a regulation result is reached, Bets on that event are void and stakes returned, except in respect of any market that has already been decided at the time of abandonment. If an event is postponed beyond 48 hours from its scheduled start time, Bets are void unless the event is rescheduled within that window.
Blackmere may from time to time offer promotions or rewards. The full terms of any such offer — including eligibility, wagering requirements, expiry, maximum Bet, maximum withdrawable winnings, and abuse rules — will be published before the promotion is made available to players. Any promotion will be presented per §9 (Responsible gaming) — truthful, complete, and not targeted at minors, vulnerable persons, or self-excluded players. No promotions or bonuses are currently in effect.
Blackmere is committed to player protection and harm minimisation.
Age verification. The minimum age to use the Services is 21. Age is verified at registration through your Binance account sign-in. Underage Accounts are closed immediately and funds returned.
Deposit limits. These limits help you stay in control. Set daily, weekly, and monthly deposit caps from the profile screen. Lowering a limit takes effect immediately; raising a limit takes effect after a 48-hour cool-off period during which you may cancel the change.
Cool-off and self-exclusion. On request via in-app chat, we will place your Account on a cool-off block for a duration you choose: 24 hours, 7 days, or 30 days. A human coordinator will then inform you of the voluntary self-exclusion options available: 6 months, 1 year, 5 years, or indefinite. If you choose a self-exclusion period, the Site and games are blocked for the chosen duration; otherwise your Account becomes accessible again after the cool-off. Self-exclusion cannot be lifted early — the block ends only when the chosen period has run its course.
Marketing restrictions. We do not target minors, vulnerable persons, or self-excluded Players in any marketing communication. All marketing is truthful, not misleading, and socially responsible. Promotional offers are presented with clear and complete terms.

The Services are accessible only to Players who have completed identity verification (KYC) with the third-party account provider used to access the Services. We do not request identity documents directly from Players.
We perform sanctions and politically-exposed-person screening at registration and on an ongoing basis. We monitor deposits, withdrawals, and Bet activity for suspicious patterns, and we report suspicious activity to the relevant Financial Intelligence Unit as required by the Anjouan Licence and any applicable jurisdiction.
Where a screening match, evidence of prohibited conduct under §14, or a regulator request makes a review necessary, we may suspend the Account or hold the relevant transaction internally while the review is conducted. The outcomes in §14 apply where the review concludes that the funds were obtained through prohibited conduct.
Financial-transaction, KYC, and Bet records are retained for 5 years in accordance with Anjouan record-retention requirements.

Blackmere Ltd is the data controller for personal data processed via the Services. We process:
From your Binance account: a Binance identifier when you sign in. Binance does not share your name, email address, phone number, or other contact details with us.
Service-use data including Bet history, deposit and withdrawal records, balance changes, IP address, geo-location, device data, and chat transcripts.
We share personal data with:
The Anjouan Bet & Gaming Board for regulatory reporting.
Binance for Binance Pay processing.
Law enforcement on lawful request.
Game providers for game-session data only.
Our underlying platform and payment infrastructure providers do not receive your name, identity documents, date of birth, or address. They process only the pseudonymized identifiers, session data, and transaction data needed to deliver their service.
Financial, KYC, and Bet records are retained for 5 years in accordance with the Anjouan Licence. Marketing data is retained until you withdraw consent.
You may exercise access, rectification, deletion (subject to the retention obligation above), and consent-withdrawal rights by contacting support@playandpredict.io with “Privacy request” in the subject line.

If you have a complaint, contact us through in-app chat. First-line questions are handled by an automated assistant, and human coordinators handle escalations. The email backup is support@playandpredict.io. When raising a complaint, please include your account identifier (Binance OpenID), the date and time of the issue, a description of what happened, and the resolution you are seeking.
We will acknowledge any complaint within 2 business days.
We aim to provide a final internal response within 14 business days of the date the complaint is raised.
You must notify us in writing of any dispute within 14 calendar days for Bet settlement or game-outcome matters, or within 30 calendar days for Account or transaction matters. Disputes notified after these windows may not be considered.
If you are not satisfied with our final internal response, you may refer the matter to our independent Alternative Dispute Resolution (ADR) provider, drawn from the Anjouan-approved list. The ADR decision is binding on Blackmere, subject to the ADR provider’s own rules. The cost of ADR is borne by Blackmere.
You may also escalate directly to any provider on the Anjouan-approved list if we have not resolved your complaint within 30 days, per the Anjouan third-party complaint policy.
As a final recourse, you may contact the Anjouan Bet & Gaming Board.
You may close your Account at any time through in-app chat. Remaining balances are returned via the Binance wallet associated with your Account, subject to any required regulatory or AML checks.
Blackmere may suspend or close your Account on grounds including fraud, abuse, regulatory action, breach of these Terms, sanctions or PEP matches, or failure to maintain a verified Binance account.
Self-exclusion triggers automatic closure of the Account for the duration chosen.
The following are not permitted:
Operating more than one Account (multi-accounting).
Collusion with other Players.
Bonus abuse, including pattern play designed to exploit promotional mechanics.
Use of automated tools, bots, or scripts to interact with the Services.
Fraud, chargebacks, or unauthorised use of payment instruments.
Circumventing our geographic access controls.
Where we determine that you have engaged in prohibited conduct, we may void any related Bets, suspend or close your Account, recover funds obtained through that conduct, and report the activity to the relevant authorities.
Blackmere provides the Services on an “as available” basis. Blackmere is liable for direct loss caused by its negligence in providing the Services. Our aggregate liability for any single claim is limited to the amount of the disputed transaction. We are not liable for any indirect, consequential, or special loss.
We are not liable for any failure or delay in the Services caused by events outside our reasonable control, including but not limited to acts of war, terrorism, civil unrest, natural disaster, pandemic, cyber attack, failure of telecommunications or banking networks, regulatory action, or interruption of any third-party service on which the Services depend.
Blackmere may update these Terms from time to time. The “Last updated” date at the top of this page reflects the most recent change. Material amendments take effect at least 14 days after being announced through the Site or via in-app notification. You may close your Account at any time during the notice period if you do not wish to accept the amended Terms.
Assignment. You may not assign, transfer, or sub-license your Account or any of your rights or obligations under these Terms. Blackmere may assign or transfer its rights and obligations to any successor entity or affiliate.
Entire agreement. These Terms, together with the policies referred to in them (Responsible Gaming, KYC, AML, Privacy, and Sports Betting Rules), constitute the entire agreement between you and Blackmere concerning the Services.
Severability. If any provision of these Terms is held to be invalid or unenforceable, that provision shall be modified to the minimum extent necessary to make it enforceable, and the remainder of these Terms shall continue in full force and effect.
These Terms are governed by the laws of the Union of the Comoros (Anjouan). Disputes are subject to the exclusive jurisdiction of the courts of Anjouan, save that you may also use the Anjouan-approved ADR procedure set out in §12.
These Terms are published in English. Where these Terms are translated into another language, the English text prevails in the event of any inconsistency.
